Rationale

DA BUX provides a 50% discount on Hawai‘i grown produce for Supplemental Nutrition Assistance Program (SNAP) participants. This program is a “triple win” for Hawai‘i: making healthy food more accessible for families in need, supporting agriculture and farmers, and keeping money within the local economy. Continued funding is needed to support this important program.

Submitting testimony for these hearings is an important way to let lawmakers know your position on these important issues. All you need to do is share why you are in strong support (we have some talking points below to get you started!). How to Submit Testimony

  1. Log-in/make an account on the Capitol website.
  2. Go to the bill page for HB 2771 and click the “Submit Testimony” button.
  3. Write your testimony on why you SUPPORT HB 2771 (it doesn’t need to be long!).
  4. Submit your testimony by Tuesday, March 12, at 1:02 PM to be considered on time. Late testimony will still be accepted up until the time of the hearing.

Fund and grow the DA BUX program. We are requesting the state to support the DA BUX program with $2M in funding to support families, local farmers, and our economy. The following is from dabux.org, where more information is available. 

Families Eat Healthy

  • DA BUX discounts are encouraging low-income SNAP-EBT shoppers to buy more local fruits and vegetables.
  • In 2023, SNAP-EBT shoppers participating in DA BUX reported consuming more fruits and vegetables than the average U.S. adult.

Supports Local Farmers and Businesses

  • DA BUX supports over 530 farms across the state.
  • In 2023, participating food hubs, including farmer’s markets, increased local produce sales to SNAP shoppers by 186% on average.
  • Grows the scale of our local food demand.
  • Farmers have the opportunity to feed local residents rather than exporting products to out of state markets.

Positively Impacts Hawai‘i’s Economy

Opportunity for Federal Match

  • By allocating $2M for DA BUX, Hawaiʻi is eligible for an additional $2M in federal matching funds from the Gus Schumacher Nutrition Incentive Program (GusNIP).
  • State funding supports the program’s “sustainable funding plan,” a requirement of proposals for federal GusNIP funding.
